The Central Government, through notification S.O. 2316(E) dated 8 May 2026 under Section 83(1) of the Industrial Relations Code, 2020, has formally established the Worker Re-Skilling Fund to support workforce transition and employment continuity within India’s evolving industrial framework.
The notification represents a significant policy step toward strengthening labour welfare and adaptability in a rapidly changing economic and technological environment. The primary objective of the fund is to facilitate re-skilling, up-skilling, and redeployment support for workers, particularly those impacted by retrenchment, restructuring, automation, industrial modernization, and changing business models.
Strategically, the fund reflects a shift in labour governance from reactive compensation mechanisms to future-oriented workforce sustainability and employability protection. It recognizes that industrial relations are no longer limited to dispute resolution and retrenchment compliance, but must also address workforce adaptability in a digital and automation-driven economy.
For employers, the notification reinforces the growing expectation that workforce transitions must be managed with structured employee protection measures. For employees, it creates an institutional framework intended to support skill enhancement and re-employment opportunities during periods of industrial change.
Overall, the Worker Re-Skilling Fund strengthens the implementation architecture of the Industrial Relations Code, 2020 by integrating labour welfare, industrial flexibility, and economic transition into a more balanced and sustainable employment ecosystem.
